Wee Mei,

To the first question:
The best is to get the components with legs of the proper length. Otherwise,
the legs should be trimmed. It is better than short to the body.
However, the trimming should be done before the soldering, because
1.  Trimming after the soldering will leave exposed copper, and
2.  The shock of the cut of thick legs will cause cracks in the soldering.
This is true whether you are using hand cutter or motorized surcace cutter.

To the second question:
Yes, it is possible; however, do not forget to consider the heat of the
resistor: It may affect the adhesive long term strength, and if the adhesive
blocks the air around it it may ovrheat.
