I've not heard of such a guideline; however, consensus among those using the
documents/drawings might be the catalyst for change...

Good morning everyone,

I'm trying to change "the way we've always done things" attitude regarding
engineering drawings.  Back in our formative years when drawings were done
by hand, all the lettering was in upper case.  As time has gone on everybody
has converted to computer generated drawings but kept the notion that all
lettering must be in upper case.  I'm looking for some industry guideline or
"standard" that advises the use of proper capitalization.  My argument being
that if all upper case lettering were truly easier to read, then wouldn't
all of our newspapers, books, magazines, etc. be printed in upper case?  No,
it is harder to read all upper case.

You're insight will be greatly appreciated.  I'd love to have a text book,
company guideline or industry standard from which to quote.
