In short...you can't!!!

Not without damaging the board, the components, the vias, plated holes,
surface traces, affecting reliability, functionality, etc etc etc...

Short of addressing all those, about the most effective way (and I hope you
have considered the extremely lousy cosmetic factor) is to scrape it with a
razor...scrape...scrape...and scrape until the decision is made to just deal
with the assemblies in their current...coated, condition...
