Lot's of choices. But the answer as always is "it depends" on your specific
application.

Need to consider a number of factors including:
1. degree of material stability and rigidity required (many uwave
dielectrics are unsupported, unstable dimensionally and unreliable in
multilayer stackups)
How large an image will it be?
Will it be a simple doublesided board or a multilayer?
2. Low or high power?  Is thermal dissipation critical?
3. Does the designer have an idea how low a loss tangent is desired/required?
4. Is higher or lower Dk (Er) preferred by the EE?
