Popcorning should not be concern unless you heat the component body.  The plastic absorbs moisture from it's environment and the boiling (popcorning) doesn't occur until you heat the body of the part.  Most hand soldering and wave soldering only heat the leads.  Check out the IPC 020 and the IPC 033 standards for complete info on moisture sensitivity.
