You are also dealing with polyester film which is hydroscopic, as well as
sensitive to temperature change. This stuff is not dimensionally stable.

Steve,

If you received the artwork from the same company that manufactured the
boards it sound like they sent you a copy of their working film which as
been scaled for material movement.
You need non-scaled directly from Gerber's that you sent in.
