Mark, your drawing should specify finished dimensions, all inclusive.
Anything less will just lead to argument between you and the fabricator. If
it's multilayer, then a sectional drawing showing required core and prepreg
dimensions should be furnished, particularly if it's controlled impedance.
If you contact me off line, I'll be happy to send you a sample cross section
view.

Does finished board thickness include the HASL coating thickness?
