Unfortunately cots have a tendency to get contaminated and carry many of the
contaminants they were intended to eliminate from the process, if not
properly or frequently enough. It's human nature to "stretch" things or do
what's easy.

We are transitioning from nothing to finger cots or gloves when working with
thermal transfer materials. We are suggesting gloves or cots for handling
boards. We only do through hole boards.

Most electronics mfg places I have seen require gloves or finger cots to be
worn when handling assemblies.

Does your place require gloves or finger cots, or just trust the people to
not smudge the boards?
