I'm curious about the level of vacuum we're talking about too.

Clearly, if you can boil and even freeze water at room temp if enough vacuum 
is applied, you could seriously damage components.

I know that I am not Guy, but with sufficiently low vacuum one could reduce
the boiling point to effectively room temperature (or lower).  What degree
of vacuum are you speaking of?  :-)

Yes.
Moisture sensitive components can be damaged by vacuum.
