Rick,
My experience is that we see fewer solder balls at the wave processes with the Matte finish.  Now, if the boards are not going thru wave or, if the board is being processed with OA flux and being washed then it's a moot point.  

I have also found that the LPI's (vs. thermal cured epoxy based soldermasks) provide for much more solder balling.
