Hi Poh,

Do you use active flux during touch up ?
If you do, it can be that your board is not clean. In that case, flux can
help.
Try touch up with out flux and compare.
It seems that your Reflow profile - OK, because you have good solder fillet
from outlook. It could be a simple solderability problem
