It also depends on the skill level of the operator, the tool being used,
the inner layer design, base material of the board, and initial quality
of the plated thru-hole.

If everything is optimized, I'd say at least 4 times.

I recommend using a solder sucker style tool rather than solder wick and an iron.
I recommend using a high quality soldering iron to resolder.
I also recommend fluxing if you can for both removal and resolder as this will
aid in good wetting.

I would think it would depend on the size of the component leg.  The larger
the leg the more heat /longer dwell time is required.

Also board thickness may play into this also.
