I second Bill's statements.
This sound like the system we used when I worked building disk drive arrays
and removable media units. When it was introduced it increased through put
on the line and freed up QA for more intensive inspection at incoming which
also lead to higher yields.
My experience is peer inspection is much more effective than "Blue Coat"
inspection.
