IPC 771 and 7712 for Rework and Repair covers the process required.  If done
properly there should be no impact on Form, Fit, Function,
interchangeability or reliability of the pad or board.  Done a number of
them with no issues.
As a " resource " there is a company called Circuit Repair Technology that
does this kind of work.  978 374-5000 or www.circuittechctr.com
