I think 200 ppm is challenging but realistic (one defect every 10 boards
with 500 opportunities each)and a goal should be based on a improvement rate
compared to baseline.  If you're aggressive a 67% improvement annually makes
a good goal.  Some shoot for 30% to 50% which is more realistic.
