Permanganate is from the metal - manganese.  That is different from
magnesium.  Usually, magnesium is a dried on salt from hard water.  Is there
calcium in the same area?

While gold is not known to migrate so easily as say copper, silver, or tin.
I suppose it is possible.  Gold is elemental on the board, and to get it
ionic to be able to migrate, would take a really strong acid or cyanide ion.
Both seem unlikely.  Could the gold have been smeared mechanically - it is
really soft?
