Perhaps your SMT engineers can contact Panasonic for some help.  My
experience with Panasonic is that they are generally very helpful in
developing robust vision algorithms to work with both good and difficult
parts.  (A dull tin coating does not make the component defective.  A poorly
solderable tin coating does make the component defective.)

Thanks for your interest.
The machine is a Panasonic MSR system.
The SMT group would not like to change/adjust the vision system because it
is/was working fine for all other reels.
My argument is that perhaps the vision window is too small.
They are contenting that the component is defective because the tin coating
is dull.
I would like to gather as much info as possible on component specification
before I approach the component manufacturer.
