The original question (mine) referred to the situation where a customer
doesn't agree with the contmination-limit that's used for process
control with the Ionograph.  Qualification of this process was mainly
based on SIR-measurements.

As I understood the orignal question, the Ionograph measurements were
used
for a sort of product (assembly) qualification per J-STD-001C, i.e.
neither
process development nor process control.
