Hi Steve,
In J-STD-001B, it used to say under 9.2.6.1 Flat, Ribbon, "L" and Gull Wing
Leads:
"Leads not having wettable sides or ends by design (such as leads stamped or
sheared from pre-plated stock) are not required to have side or end fillets.

This statement, while it does not say so explicitly here--and maybe it
should, refers to components. The additional strength imparted by side and
toe fillets adds little to SJ reliability FOR COMPONENTS [for short-toe
gullwings it can be even dangerous for components]; when you apply this to
CONNECTORS or SOCKETS that will experience multiple manual, and thus
uncontrolled, mating operations and thus are more loaded by uncontrollled
mechanical forces rather than the controlled thermal expansion mismatch
displacements that is a different situation.
Stamped/sheared leads are not a good idea in the first place, but component
manufacturers are infamous about their 'throw-it-over-the-wall' attitude.
