I'm very familiar with this problem and I have a somewhat simple
solution that's been working for me.
1. Begin with half oz copper or less
2. Caution not to overplate with copper prior to Ni Au.
3. Use a thicker dryfilm resist for the outerlayer imaging process.
This will help wherever some overplpating occurs.

The thicker the base copper is, the greater the undercut will be
making the brittle nickel more prone to breaking off.
