Good thing this is an open forum, lots of opinions to be found, however, in
this case I can't see how it could meet the intended needs.

OK, so I now have several opinions - completely opposite of one another.
So here is an example:

Drawing lists 0.009" dielectric thickness as nominal
Actual value is 0.0035"

Does that meet the designer's needs?
