Susan,

I don't believe that your question can be answered without more information.
The print and specifications need to be considered, too.  One scenario that
comes to mind is that this is a design where the dielectric thickness and
line widths are specified.  The nominal dimension would be used to indicate
the designer's calculated dielectric.  The thickness is not critical and is
used to cover the accumulated tolerances.  In this case, if all of the
specified dielectrics and the overall thickness are in tolerance and the
.0035 thickness meets any specified minimum dielectric specifications, I
would judge that the product meets specification.

However, since I don't have the documents available for review, this is all
hypothetical.

OK, so I now have several opinions - completely opposite of one another.
So here is an example:

Drawing lists 0.009" dielectric thickness as nominal
Actual value is 0.0035"

Does that meet the designer's needs?
