Steve is right.  These residues are conductive, moisture absorbing and will
cause electrical leakage problems in the field.  Just place a unit on
functional test in a hot dry room and watch it pass, then take the unit place
it in a humidity chamber at 35C 65%RH overnight (16 hours) then retest the
unit (use proper safety precautions).

 Just because it looks better to pass QA visual inspection, doesn't mean
 squat...runs these boards through SIR testing and you'll probably have a
 heart attack!!

 The big question I have, is why in the world is your customer requiring you
 not to clean after rework? Seems kinda' senseless if you ask me...
