Nominal is just a name or number used for identification. For example, a
.125 tooling hole. Dimensionally, it's .125-.128, but we refer to it as a
.125 tooling hole. There is no implied tolerance or specification. In the
case of a stack-up, this implies the thicknesses are for reference only, and
are not to be used as final dimensions.

Susan, Don and other interested parties....

I think there are several answers to this one. In the case of impedance
controlled boards, a drawing may list nominal dimensions (so as to give an
approximation of overall thickness) and specify that the impedance be the
"tolerance" if you will.
The other I've interpreted is that nominal implies a tolerance and it's up
to the board builder to resolve that with his customer.

Susan,

I've always intrepreted nominal to mean a design value with no tolerance.
An example would be referring to .062 and .059 laminates as one-sixteenth
inch nominal.

What does it mean when a drawing lists a dielectric
thickness between layers on a multilayer as "nominal"?

I am used to seeing minimums and maximums, but really
do not know how to determine compliance if the value is
listed as "nominal".
