Breakaway torque is not the same as the torque value of the hardware.
Depending on the material your installing the screw into the value can be
affected. Such as, ABS material would have a torque value less than the
nominal.
As for verification, I use a torque driver at a value less than the
nominal so you do
over torque it. LB Torque 1 lb, in oz 2 -3 inoz. Machineries handbook
has a section on torquing hardware. If you have a Quality Technication
Handbook I believe there is some info there also.

I was curious how are torque requirements for hardware are being confirmed?
If a particular piece of hardware has a torque requirement of 12in/lbs how
would the verification of that piece of hardware be done? Do you use a
torque driver at the same in/lbs or back off of the torque range or look for
loose(gap only)?
