The previous Quality Manager had put this in the work instruction for the
inspectors.  Is this an IPC requirement or something that he had specified
to stop the operators from over-reworking a board.  I had a look into some
of the IPC specifications and could not find such a rule.  Can someone
please help.  Thank you.
