we use Vigon A200, waterbased, environment acceptable, for military requirements, works rather well. But, as Doug says, there is no do-it-all medium.

It depends a great deal on what soils you are cleaning and what
susceptibilities the substrate may have (e.g. susceptible to water).  In
terms of alternatives to HCFCs there are hydrofluoroethers (HFEs),
hydrofluorocarbons (HFCs), and some aliphatic hydrocarbons.  I suggest that
you talk to either Kyzen Corporation (www.kyzen.com) or Petroferm
(www.petroferm.com).  They are the experts in cleaning chemistries
available.

I understand there are still many contractor for making Military product
is still using HCFC.
Some of the customer request us to use, for example Genesolv 2004.

I wander whether, what other solvents than HCFC can be and commonly
used for cleaning Military board.
