Chuck: The Shipley Mechanical Bulge Tester (love that name) is typically
used to check the tensile strength of electroplated copper. It was a rod
that deflects the copper plate. They marketed in the late 80's early 90's.
Don't know if it's still available.
If Shipley doesn't carry it anymore, might be available on the used
equipment market.

Does anyone know anything about the Shipley SE 800 Mechanical Bulge Tester?
I need to find one to test, rent or whatever.  The Shipley web site was not
very helpful.
We have a procedure that calls for this equipment.
