IN part of our ESD program we use the Desco ESD Awareness training guide
which meets the training plan by ESD S20.20.  On page 13 of this guide it
states the it is critical that foot grounding devices maintain constant
contact with a properly conductive or dissipative floor.  Foot grounders
should be worn on both feet to ensure constant contact to ground floor or
floor mat.
