Is it possible that the dull appearance on the top is caused by over-spray
when you're spraying the bottom?

        Peter,
        Here is my guess:
        (1) if you spray from the top, you might have edge effect and height
effect
        (the distance from the nozzel to the coating surface).  Is the spray
gun
        fixed type or rotational type (multi-directional)?
        (2) you should be able to confirm your thoery (charge effect) easily
by
        subject PWA to ionizer gas flow for few min. (ESD bentch
style....you should
        be able to find it in your plant).
