I don't take issue at all with your description of the European
Parliament. But 4 years is ample time to turn around even the worst
bureaucracy. The impetus for change must come from outside the European
system, however. And the only meaningful voice in international trade is
the U.S.

Let's turn the argument on its ear. Knowing that leadfree is detrimental
to the environment, the U.S. could ban electronics products containing
leadfree solder (with reasonable escape hatches for the handful of
applications where leaded solder is unacceptable). That may seem
extreme, but redefining the terms of the discussion is the best way to
reach reasonable solutions.
