Dear michelle

Yes ; It might be possible as per your process. but I think no need  dip in
to  any acid to etch off the rest solder .you can just do the re- wave
solder the board  with high flux and high conveyer speed after removing the
components(for removing components if you wet all the board from the flux it
might be done easily)  .and to find out the inner layer short you can sent
that board to your PCB mfgr. for bare board testing (BBT) .
