One of the more interesting assumptions of the IPC:
ALL holes have pads, even unsupported (unplated) ones.
Sorry I don't have a reference here, and can't give a logical reasoning,
but that's the source of the confusion.

So if it's unplated, why does an unsupported hole have a breakout (or more
appropriately a "no breakout") requirement (IPC-6012 Table 3-5)?
