IPC-A-610C section 6.5.4 states that blowholes are Process indicators for
Class2,3 provided the solder joints meet the requirements of Table 6-2.
This means that the larger the blow hole, the less likely the solder joint
will be acceptable.  All the conditions of table 6-2 need to be meet before
your inspectors can say the joint is acceptable.  If you are getting alot
of blow holes, you should be looking at your solder process and determining
why the off-gassing is occuring.
