As always, thanks to the helpful folks on the Technet.  We will give the 3M ones a try per Steve's suggestion, the toe contact should work best. 

I do like the idea of putting drag chains on the spurs, ESD protection plus I'd be able to hear her coming, but she doesn't wear spurs.  Might be a safety issue, someone walking behind her steps on the chain...  the "chain gang" comments would be out of hand, and I think HR might have some harsh words for me anyway...  "So... you think attaching 2 feet of chain to the heels of an operator is acceptable, do you?"

Why not just have him wear his spurs and attach a peice of conductive ribbon 
to that? That way he can go for the full effect!   :^)

Seriously, there is 3M Toe grounding straps that have a conductive ribbon 
that's 24-inches long...that should work huh?

People might start calling him sissy though...they're made for womens high 
heels.
