You can attempt to re-tin the leads in a solder pot.
We have done it here for a few people. There is another method, ROSA, that
attempts to reduce the oxides on the surface of the leads. We have done that
as well. I don't think too many people have ROSA equipment.

If it is through hole try tinning. If you have problems give me a call.
