Single sided boards I have seen have the metal on the bottom, not the top,
but that doesn't matter.  If there is metal on _both_ sides of the board,
it's double sided...

Mike,
single sided pcbs do not have plated thru holes.
If there is metal on the bottom layer it is considered a double sided pcb.
