Thank you Gary for the clarification.
I did not see this policy spelt out ANYWHERE on any of the IPC documents,
on-line
or printed.
I suggest that IPC state this policy clearer to avoid any misunderstandings.

The IPC Designers Council Core certification program, which consists of
three levels, is a sequential process. Each of the three levels builds upon
the previous level. Developed by the IPC Designers Council education
committee, it first sets the base field of knowledge before expanding into
higher technology areas.
You must be a CID before taking the first part of the advanced level
certification. Please visit http://dc.ipc.org for more information about the
PWB designer certification programs.
