First rule out solderability problems with the board or components. Is this
anomoly assoicated with one board or many boards, one component or many
components? Poor design can promote peaks.

Then, is this a new problem or a chronic problem? Many machine settings can
encourage formation of peaks. Preheat (both too high or too low) solder
temp too low, conveyor too fast, Solder contamination, flux contamination?
Insufficient flux. (spec gravity too low or foam head skips). Hope this
helps.
