If i remember why the IPC group made it a process indicator for class 2 and
3 is because you could not always be certain of the orientation of the
component during pick and place.  Some of the new bulk feeders for chips
could orient  the component for placement either way.   This did have some
debate and the consense was that this should be considered a process
indicator.
