Won't argue with that, I'm sure it is possible to split the data up and only output as desired. My point is that with Gerber I don't have to. I do not have any software for editing ODB++ data, do I really want to have to find some (and buy it? free??). What is the value add for my organization?
Right now my customer sends me a set of Gerber files. I pick the ones I need to send various places, and off they go. If I get into having to selectively outputting data based on who it goes to I have introduced a time delay, possibly a cost, and an opportunity for error. None of these things make me happy!
Or - let me put it to you as a designer. If I asked that you send me 5 versions of the same design file - would you be happy?

Graham,
Formats are formats. The implementor of the output software usually provides
an interface that allows one to select the proper output information. I do
know that the GenCAM data format permits the selection of any specific data
set that is desired to be output.
