Is there a spec for this? Besides, how do (or would) you measure moisture levels? Can it effectively be measured by weight? Got me on that one!

What is the max absorbed moisture a PWB may have prior to reflow soldering?
Also, what IPC or Mil-Spec addresses PWB moisture?
