The document is MIL-HDBK-50 Revision A, which does have a cancellation
notice.  I do have a small "notebook" size copy that was essential to any
"sensible government auditor" somewhere -- have to dig it out and scan it if
the link above fails you.  Let me know.
Can't answer the question about the IPC document content nor basis.
