I to have had to use the temporary pads to accomplish that which
was handed to me by customers. The copper tape was just how we
accomplished the thieving. how ever we used temporary solder mask to hold
them in place.

I have used temporary thieves many times in the past when I had to build
boards that I had no design control over and that were poorly laid out,
causing the bridging.  I bought a roll of 1/4" copper foil tape and cut
small
pieces to apply where I wanted a solder thief.  I worked quite well, except
for occasionally losing one or two pieces of tape in the wave.  Sometimes
when you are handed a bad design, and not allowed to change it, you have to
do whatever you can.
