Have read a lot of responses suggesting an electro-chemical process.  I
offered this suggestion earlier, perhaps it got lost along the way so am
re-sending it.  The web site details what you need and how to do it.

One way is to use commercially available chemical solution (any automotive
parts/supplies shop) called Naval Jelly.  I have used this to remove
superficial rust from car sheet metal prior to repainting.  There is an
interesting electrolysis method, described at the following site
