Sounds similar to a process I ran across in Houston in the early 90's late 80's.   The name used there was Opti pading.  I don't believe it had a flux on it but I could be wrong (had a lot of fun in Houston, some tell me).  Anyways the process was used with the old 386 qfp chip sets.  The only issue we had was the variance in height from pad to pad,  the tolerance that the pads had wasn't tight enough for the parts to stay aligned in reflow (IR at that time).  

Well, I feel old now......
