Earl, the bad news is that when you have rust, the surface has been seriously
activated, and virtually any chemistry that removes rust easily will leave a
surface that re-rusts very rapidly.

Hydrochloric Acid is likely the fastest, easiest way to get rust off a
surface, and the easiest way to get fairly concentrated Hydrochloric Acid is
to buy a bottle of toilet cleaner, most liquid toilet cleaners are pretty
concentrated HCl.  The best way to prevent rust from re-occurring is
neutralize the acid as soon as the rust is removed, and for a cheep and easy
way to do that, use a diluted laundry detergent.

This will still leave a surface that re-rusts faster than the original
rusted, however, short of coating the surface with an organic coating, it is
the best/easiest approach.
