You gave no indication about the material you plan to use or how you plan to
apply the material.  So, this'll be a very rosey picture.

Look in "Metal Finishing" magazine [http://www.metalfinishing.com] for
articles that cover the plant safety [i.e., explosion, fire prevention, fire
containment, fire suppression, OSHA, NFPA, UL, etc], employee safety [i.e.,
PPE, gloves, training, etc], and facilities [i.e., explosion-proof
filtration and exhaust systems, explosion-proof wiring, UL 844 lighting,
safety interlocks and controls, appropriate means of egress, etc.] for paint
spray rooms.

Check with your insurance company, too. Should a bad accident occur, you
might find that you are alone with no insurance to cover the damages. Plus,
you could be liable for negligence.

If you know what is required, then you might want to check out some
auctions. You can get some real good deals if you don't mind taking the
booths apart and moving them. Just know what you're looking at and make sure
they meet your requirements.  When it comes to OSHA, the building
department, fire marshals, etc., they all tend to be at ease once they see
the manufacturer's label staring at them from the header of the booth. Think
about it! There is liability either way.

While switching to VOC-less materials eliminates the flammable solvent
hazard and addresses concerns about organic solvent emissions from an
employee health and environmental perspective, the hazard of the highly
combustible over spray remains.  So, a paint spray booth with sprinkler
protection of the booth interior, as well as the exhaust duct, is required.
And lighting requires taking precautions, because of their potential for
overheating the combustible over spray, even if the electrical fixtures are
explosion proof.

This is no small undertaking.  Consider that there are many fine coating
contractors.
