Why are you doinf high-pot testing on a PWA?  Normally all one does for PWAs
is to run an insularion resistance test at 500 VDC between isolated circuits
and between isolated circuits and ground.  You did not state your design
circuit voltage.  3KV high pot voltage is high.  Suggest that if you must do
the testing you limit the test voltage to the Table shown in MIL-E-917.
