You could start with IPC-A-610. Section 4 deals with mechanical
assembly.

                Hi All,

                Can anyone guide me towards a mechanical workmanship
standard. Previously
                (and still on decent drawings) we worked from
requirements defined on
                drawings, these being more product specific. Common
criteria such as
                broken/damaged compoenets, burrs, loose components, etc
were embodied in a
                production document. However, the dilemma arises as a
result of customers
                providing at least from the workmanship aspect,
incomplete information. My
                intent is to develop a document which be used for
production workmanship as
                well as for quotation purposes.
